About
Ash Court has nine storeys, fifty-four flats and eleven weeks left. Adesola Oyelaran, forty-seven, has kept its keys since before the lifts stopped. Northbridge Council has given her forty-two households to decant before demolition. She has moved thirty-one. The list is wrong in one place: Efe Ajayi is living in flat 41, and nobody can rehouse a tenant who has never legally been a tenant. Efe rented a room from the former secure tenant, stayed after she died, and pays Sola ninety pounds in cash every Friday. His eighteen-year-old daughter Tola needs the address until an oversubscribed sixth form confirms her place. Recording him may open a homelessness interview or prove him a trespasser; it may also expose the school application. Keeping him invisible preserves the lie and removes the evidence that anybody owes him a door. Housing officer Nia Mercer needs the block signed off before a funding deadline because forty-two lawful households depend on that money. Site manager Gideon Vale has demolished eleven blocks and personally walks every permitted room before the irreversible work begins. His rule cannot cross an asbestos exclusion created by the client's paperwork. Sola's sister Mo fled flat 33 twenty years ago, sees Efe's name on a cash envelope, and finally says who controlled that door. Ninth Floor is an adult housing procedural and family tragedy about a decant, a Section 20 notice that cannot save anybody, a compulsory purchase order that buys interests rather than people, six weeks in a hotel, one live electrical service and a clearance certificate signed on a Thursday. Twelve branch points and five endings ask when protection becomes erasure. Every route reaches demolition day. None puts back what the building takes.
