The Division of Carrigan Bight is a coastal seat of seventy-eight thousand enrolled voters where the trawl fleet is nine boats down from forty, the paper mill has been shut eleven years, and one working-age adult in five is on a benefit. On election night the sitting member led by forty-one votes. The Electoral Commissioner has granted a full recount, and for four days in September the whole seat fits inside one basketball stadium with the hoops wound up to the ceiling. Margaret Sowerby, fifty-one, is the Divisional Returning Officer. She has run twenty years of clean counts in a place where nobody believes anything is clean, and she is the only person in the Bight whose signature turns marked paper into a vote or into nothing. In front of her sit six hundred and seventeen reserved ballots — a tick where a number should be, a sequence that collapses at the fourth square, a boat drawn in the margin, GERRY IS A THIEF in ballpoint across the top — and eleven hundred and forty declaration envelopes she must admit or reject on the outside alone, forbidden to see the vote before she decides its fate. A recount reopens everything. None of her own earlier rulings bind her now. Gerald Mattock has held the Bight for twenty-two years and bought its goodwill with things that exist: the seawall at Carrigan Heads, the dialysis chair at the cottage hospital, the freight subsidy carrying a hundred and forty jobs at the fish plant. He also rezoned Sotherby Spit for his wife's brother and spent a community grants fund on his own branches. Naomi Faull, thirty-three, wants the ledger published and the subsidy ended; her platform is honest and her money is not. Across the trestle table sit their scrutineers: Vivienne Kell, who runs Mattock's campaign and once ran Meg's life, and Des Sowerby, Meg's brother, eleven years estranged, working for the side Meg privately prefers and can never say so. The Tally Room is an adult political drama about the machinery of a democracy at the scale of one room and four days. It teaches its own rules through rulings that cost something: what makes a ballot informal, when a defect may still be saved, why an unsigned certificate can kill eighty-four votes in an aged-care home, and how a person can be destroyed by a form filled in correctly. Fourteen branch points and seven endings turn on discretion exercised in public. They do not differ in who won. They differ in what it took.
