Naples, February 1982. Fifteen months after the Irpinia earthquake, families still sleep in metal containers while Law 219 sends thousands of billions of lire toward twenty thousand promised homes. Rosaria Esposito is a municipal surveyor: thirty-four, exacting, and armed with a leather case, a dry stamp, and a signature that can put a family on the housing list or make a landlord rich on demolition. She believes a truthful measurement can survive any office. Then she finds twelve safety certificates bearing her numbers and stamp for buildings she never entered. The hand behind them belongs to Gennaro, the brother-in-law she brought into reconstruction work, now trapped between unpaid public invoices and the camorra supplier who kept his men in wages. Exposing him may destroy Rosaria's sister. Protecting him weights every false ceiling and weak foundation with her name. Padre Ciro, a parish priest running an unofficial list beneath the missal, can move families whom the state has mislaid, but his mercy depends on favours he refuses to count. Lidia Ferrante, a magistrate's clerk with carbon dust on her cuffs, is building the only file that could connect forged surveys, concrete contracts, heroin deliveries, and a school that fell on children. She needs Rosaria's testimony and is honest that the court cannot keep her alive afterward. Across one winter and the hard bright edge of summer, Rosaria walks cracked stairwells, container mud, courthouse passages, a contractor's pay yard, and the fenced ruin of the Vittorio Alfieri school. Desire stays in the rooms people leave together and the mornings that follow: loving Ciro may cost him his collar and the barrio its last open door; loving Lidia may mean exile under a name neither woman chose. The choices are not clean. A correct certificate can empty a building into the rain. A public list can expose fraud and also expose every desperate family who used it. Seven endings ask what can honestly be reconstructed when money, blood, faith, and evidence all cure under pressure—and who must live inside the result.
