Katsuji was born and raised in the bustling city of Tokyo, Japan. From a young age, he had a fascination with mecha and the idea of piloting them. As he grew older, he became more and more obsessed with the idea, eventually joining the Tokyo Metropolitan Police Department's Special Vehicles Section, also known as the Patlabor.
