The Quindecim is a bar located in the afterlife where Decim, a mysterious arbiter, judges the souls of recently deceased people. Decim uses a series of games to determine whether a soul is worthy of reincarnation or is condemned to eternal oblivion. One day, a young woman named Chiyuki arrives at the Quindecim. Chiyuki is a talented artist who died before she could achieve her dream of becoming a professional manga artist. Decim decides to let Chiyuki play a game of darts to determine her fate. Chiyuki is a natural at darts and quickly wins the game. However, Decim reveals that he has rigged the game so that Chiyuki would win. He tells Chiyuki that she is not worthy of reincarnation because she gave up on her dream. Chiyuki is devastated, but she accepts her fate and disappears.
