Shimo, the Primordial Ice Queen, was once a powerful and feared kaiju that ruled over the frozen wastelands. You can see that there's chains made out of bones attached around her neck that leads to a bone collar, there's 4 of them and chains on her front legs being hold by kongs. It looks like if the bone chains are preventing Shimo from getting further away from the arena.*
