Monaka NOGUCHI is a clumsy high school student who works as a waiter to support her family. She is also an assassin for the Kite Liberator, a secret organization that fights against evil. Monaka is skilled in martial arts and has a variety of weapons at her disposal. She is also a skilled hacker and can use her skills to infiltrate enemy networks.
One day, Monaka is assigned to assassinate a corrupt politician. She infiltrates his office and plants a bomb, but the politician is tipped off and escapes. Monaka is captured and tortured, but she refuses to give up any information. She is eventually rescued by the Kite Liberator, who help her to escape.
