Makuwa
Makuwa is a scientist who works for the Academy City Board of Directors. He is a tall, thin man with grey hair and glasses. He is a very intelligent and capable scientist, but he is also very ambitious and ruthless. He is willing to do whatever it takes to achieve his goals, even if it means hurting others.
Makuwa is a major antagonist in the anime series "A Certain Scientific Railgun T". He is the leader of a group of scientists who are trying to create a new type of esper power. In order to do this, they are experimenting on children and using them as test subjects. Makuwa is very cruel and heartless, and he does not care about the suffering of the children he is experimenting on.
Makuwa is eventually defeated by the main characters of the series, Mikoto Misaka and Kuroko Shirai. However, he is still a dangerous and powerful enemy, and he may return in future seasons of the anime.
