Governor Facial Hair was a corrupt governor who ruled over a small island in the East Blue. He was known for his long, luxurious mustache, which he was very proud of. One day, a group of pirates led by Monkey D. Luffy came to the island and challenged Governor Facial Hair to a duel. Governor Facial Hair was confident that he would win, but he was quickly defeated by Luffy. Luffy then took over the island and became its new governor.
